The demands of the 21st century require educational systems to equip students with critical competencies such as creativity, critical thinking, communication, collaboration, and digital literacy. To meet these demands, many educational institutions have adopted an Outcome-Based Curriculum (OBC) framework, designed to ensure that learning outcomes are measurable, competency-driven, and aligned with future workplace requirements. This study aims to evaluate the effectiveness of OBC implementation in enhancing 21st-century skills among secondary school students. Employing a qualitative library research approach, this study synthesises findings from 55 international peer-reviewed journals, academic books, and policy documents published between 2018 and 2024. The findings reveal that schools implementing OBC demonstrate significant improvements in students problem-solving skills, creativity, and collaborative learning outcomes. Furthermore, integrating OBC with digital learning tools and student-centred pedagogies enhances engagement and prepares students to adapt to rapidly changing global challenges. The results underscore the importance of professional teacher training, adequate learning resources, and robust assessment frameworks to ensure successful OBC implementation.

The study concludes that the implementation of the Outcome-Based Curriculum (OBC) is a transformative approach to secondary education, fostering the development of essential 21st-century skills.OBC effectively shifts the focus to student-centred, performance-driven learning, cultivating competencies like critical thinking, creativity, and collaboration.Successful implementation relies on factors such as teacher preparedness, institutional leadership, and adequate technological infrastructure, requiring a holistic and integrated strategy for optimal results.

Further research should investigate the long-term impact of OBC implementation on students career pathways and their ability to adapt to evolving workforce demands. Additionally, studies are needed to explore the effectiveness of different professional development models for teachers in enhancing their capacity to design and deliver competency-based instruction. Finally, research should focus on developing and validating culturally responsive assessment frameworks that accurately measure 21st-century skills in diverse educational contexts, ensuring equitable outcomes for all learners. These investigations will contribute to a deeper understanding of how to optimize OBC frameworks and prepare students for success in a rapidly changing world, building upon the existing literature and addressing gaps in current knowledge regarding the sustained impact and equitable implementation of competency-based education.
