The Indo-Pacific has become a focal point of geostrategic rivalry between the United States and China, impacting the regions political, security, and economic stability. As the primary regional multilateral institution in the Indo-Pacific, ASEAN faces the challenge of maintaining neutrality while strengthening its centrality. This study analyzes how, through the 2019 ASEAN Outlook on the Indo-Pacific (AOIP), ASEAN seeks to reinforce its stabilizing role by adopting preventive, mitigative, and adaptive strategies in response to regional power shifts. The findings suggest that the AOIP, as a neutral framework, aims to foster cooperation in various sectors, including industry, while navigating tensions between major powers to maintain ASEANs coherence, relevance, and influence in the evolving Indo-Pacific order.

ASEANs role is crucial in maintaining stability and fostering cooperation in the Indo-Pacific region, as demonstrated by the ASEAN Outlook on the Indo-Pacific (AOIP).The AOIP demonstrates ASEANs commitment to building a peaceful and prosperous Indo-Pacific through concrete initiatives like the ASEAN Indo-Pacific Forum, which secured cooperation on numerous projects with significant investment value.Despite challenges, strengthened internal cohesion and ongoing dialogue are essential for ASEAN to effectively navigate external pressures and uphold its centrality in the region.

Further research should investigate the concrete mechanisms for translating the principles of the AOIP into actionable projects and policies, specifically addressing the challenges of implementation and ensuring inclusivity among ASEAN member states. Another direction of research could focus on exploring the potential for ASEAN to leverage its centrality to mediate between the United States and China, developing a framework for constructive engagement that mitigates the risks of escalating tensions. Finally, future studies should examine the impact of the AUKUS security pact and other emerging alliances on ASEANs strategic autonomy and its ability to maintain a neutral stance in the evolving Indo-Pacific order, considering the potential for these developments to either complement or undermine ASEANs efforts to promote regional stability. These investigations – centered on practical implementation, mediation potential, and the impact of shifting alliances – are vital for ensuring ASEANs continued relevance, sustaining thriving regional partnerships and guarantee its pivotal influence in shaping a secure and prosperous Indo-Pacific future, fostering lasting collaboration across sectors, and confronting evolving regional dynamics with steadfast resolve. Specifically, extending the discussion to non-traditional security concerns, such as cyber security and climate change, would add another crucial layer to crafting a comprehensive strategy for long-term regional stability and foster increased regional safety and ease of economies.
