This research aims to describe and analyze the extent and influence of communication factors, resources, implementer attitudes, and bureaucratic structure on the implementation of the Kelurahan Bersinar program in Depok City. Employing a quantitative approach with an explanatory survey method, the study surveyed 400 participants using questionnaires and interview guidelines. Data analysis and hypothesis testing were conducted using the Structural Equation Model - Partial Least Square (SEM-PLS) method. The results indicate that communication, resources, disposition, and bureaucracy significantly affect the implementation of the Kelurahan Bersinar program. Therefore, to ensure optimal program execution, villages in Depok must prioritize these four factors.

The research concludes that the implementation of the Kelurahan Bersinar program in Depok City is influenced by communication, resources, disposition, and bureaucracy.Effective program implementation requires attention to these four key factors.Prioritizing these elements will contribute to the successful execution of program activities and ultimately enhance the quality of life for residents in Depok.

Further research should investigate the specific communication strategies most effective in mobilizing community participation within the Kelurahan Bersinar program, potentially exploring the role of social media and local influencers. Additionally, a comparative study examining the resource allocation models in successful versus less successful Kelurahan Bersinar implementations could identify best practices for optimizing financial and human capital. Finally, research is needed to assess the long-term impact of the program on reducing drug-related crime rates and improving community well-being in Depok, considering the potential for spillover effects to neighboring areas and the sustainability of program initiatives beyond initial funding cycles. These investigations, building upon the current studys findings, will provide valuable insights for refining the Kelurahan Bersinar program and informing similar community-based initiatives aimed at addressing complex social challenges.
