This research was conducted using a descriptive method with a qualitative approach in explaining the state of the object in describing the state of the object of research such as facts that occur in the field. Data collection techniques use interview, observation and documentation methods. While techniques, researchers use triangulation techniques. Based on research conducted by researchers at the research site, it shows that the implementation of the licensing application information system in improving the quality of licensing services in Bulukumba Regency based on indicators is considered good but there are still obstacles that occur. The obstacles that occur are still a lack of understanding from the public regarding the SIAP application, inadequate human resources, inadequate facilities, Standard Operating Procedures are considered convoluted, networks and servers that often experience problems, and lack of media owned by the public to access SIAP services.

The implementation of the SIAP policy by the Investment Office, One-Stop Integrated Services, and Manpower of Bulukumba Regency in improving the quality of licensing services can be categorized as not optimal.Obstacles to the implementation of the Licensing Application Information System include a lack of public understanding regarding the SIAP application, inadequate human resources, inadequate facilities, convoluted Standard Operating Procedures, frequent network and server issues, and limited public access to the SIAP application.Efforts are needed to overcome these obstacles to ensure the effective implementation of the SIAP policy and improve the quality of licensing services.

Further research could investigate the specific digital literacy levels within the Bulukumba Regency community to tailor SIAP training programs effectively. Additionally, a comparative study analyzing the SIAP implementation in Bulukumba Regency with similar initiatives in other regions could identify best practices and areas for improvement. Finally, research focusing on the development of a more robust and user-friendly SIAP interface, incorporating feedback from both government officials and the public, is crucial to enhance accessibility and usability, ultimately streamlining the licensing process and fostering greater public trust in government services. These studies should involve a mixed-methods approach, combining quantitative data on service usage with qualitative insights from interviews and focus groups to provide a comprehensive understanding of the challenges and opportunities for optimizing the SIAP system and maximizing its impact on the local economy and community well-being.
