The establishment of legal certainty is one of the goals of land registration. Both Article 19 of the UUPA and Article 3 of Government Regulation No. 24 of 1997 on Land Registration support this. Both methodical and haphazard land registration may lead to legal certainty in the form of certificates. Initiated in 2016, the Complete Systematic Land Registration Program is still running. The Impact of Complete Systematic Land Registration Implementation on Legal Certainty in the Registration of Property Rights in Indonesia is the title of this study. The purpose of this study is to look at how Complete Systematic Land Registration could affect Indonesias property rights registration systems legal research employing secondary data is what this work does. According to a 2024 study, the National Land Agency, the government, saw both good and negative effects from the implementation of Complete Systematic Land Registration, in addition to benefits for participating landowners.

The Complete Systematic Land Registration program has shown both positive and negative outcomes, with the National Land Agency observing benefits for participating landowners.A key advantage is the clear demarcation of land boundaries through regular mapping and recording, providing legal certainty upon validation.However, challenges exist, including discrepancies between measurements by third parties and the National Land Agency, as well as the high costs associated with acquiring land and building rights, leading some landowners to delay the registration process.

Further research should investigate the discrepancies in land measurements between third parties and the National Land Agency to improve the accuracy and reliability of the Complete Systematic Land Registration process. Additionally, studies could explore the financial barriers faced by landowners, particularly regarding the costs of acquiring land and building rights, and propose solutions to make the program more accessible. Finally, research is needed to assess the long-term impact of Complete Systematic Land Registration on land dispute resolution and overall land governance in Indonesia, considering the programs potential to streamline land administration and enhance legal clarity for all stakeholders. These investigations should contribute to a more effective and equitable land registration system, fostering sustainable development and social harmony.
