This study aims to measure digital literacy, encompassing operational skills, content creation, information search, information evaluation, and privacy protection, providing insights for targeted educational interventions. A quantitative survey using a 21-item structured questionnaire was conducted with 898 students. Content validity was confirmed by expert review, and reliability by Cronbachs Alpha (>0.80). Data analysis employed SPSS 25 with t-test, ANOVA, and correlation. Students showed consistently high operational skills, content creation, and information evaluation; information search scored Very Good 16.67% and Good 83.33%. Privacy protection varied (Very Good 11.11%, Good 66.67%, Fair 22.22%). Operational skills correlated moderately with privacy protection (R=0.437; R²=0.191), indicating that technical proficiency alone does not ensure secure online behavior. This study uniquely integrates privacy protection as a central dimension of digital literacy and analyzes its relationship with operational skills among high school students, offering evidence-based insights for curriculum design, teacher training, and policies promoting digital resilience.

The study reveals that while Indonesian high school students demonstrate strong operational skills and a good grasp of information evaluation, significant gaps exist in their understanding and practice of digital privacy protection.The correlation between operational skills and privacy awareness, though statistically significant, indicates that technical proficiency alone does not guarantee safe online behavior.Therefore, a holistic approach to digital literacy education is crucial, encompassing not only technical skills but also ethical considerations, critical thinking, and awareness of digital risks to foster responsible digital citizenship.

Future research should investigate the effectiveness of integrating digital resilience training into high school curricula, focusing on developing students ability to navigate online challenges and protect their personal data. Furthermore, studies could explore the impact of teacher professional development programs specifically designed to enhance their digital literacy and pedagogical skills in teaching digital citizenship. Finally, a longitudinal study tracking students digital literacy development over time, coupled with an analysis of the evolving digital landscape, would provide valuable insights for adapting educational interventions and ensuring students are prepared for the future demands of a digitally connected society. These investigations should consider the diverse regional contexts within Indonesia and the varying levels of access to technology and digital resources, aiming to create equitable and inclusive digital literacy programs that empower all students to become responsible and informed digital citizens.
