Geopolitical changes and accelerating technological transformation have placed national leadership style as a key variable in a countrys ability to mobilize strategic resources. This article examines Xi Jinpings technocratic leadership style and Chinas national resource mobilization mechanisms, particularly the whole-of-nation system and military-civil fusion, and then assesses their implications for the reformulation of Indonesias defense strategy, focusing on the digitalization of the Indonesian National Armed Forces (TNI), the development of the domestic defense industry, and the development of superior human resources (HR). The research employs a qualitative-descriptive approach based on literature studies and policy document analysis. Procedures include systematic searches in academic databases and policy repositories, thematic coding, source triangulation, and synthesis using the PESTEL analytical framework to formulate operational policy options. The analysis shows that Xis leadership combines strategic vision with bureaucratic instruments and institutional controls, enabling him to rapidly focus funding, talent, and industrial capacity on strategic technology priorities. The whole-of-nation and military-civil fusion mechanisms have proven effective in accelerating the translation of research into dual-use applications, but their successful implementation depends on governance, industrial capacity, and external factors such as restrictions on technology exports. For Indonesia, the relevant lesson lies not in institutional imitation, but rather in the selective adoption of policy principles such as R&D prioritization, targeted incentives for industry, the establishment of a defense innovation fund, and talent development programs that must be implemented within the framework of democratic accountability, civil rights protection, and Pancasila values. In conclusion, the integration of research, industry, and defense can accelerate the modernization of Indonesias defense capabilities if implemented in a gradual, transparent manner, accompanied by strengthened governance and human resource investment.

This research demonstrates that Xi Jinpings technocratic leadership style effectively mobilizes resources through whole-of-nation mechanisms and military-civil fusion.The key takeaway for Indonesia is to selectively adopt policy principles like prioritizing strategic technologies and incentivizing industry within a democratic framework.Implementing these principles gradually, transparently, and with strengthened governance and human resource investment will accelerate the modernization of Indonesias defense capabilities while upholding its core values.

Based on the analysis of Chinas experience, several avenues for future research emerge. First, a field study examining the practical challenges of implementing digital defense systems within the TNI, including interoperability issues and cybersecurity vulnerabilities, is crucial. Second, stakeholder interviews with policymakers, defense industry leaders, and military personnel could provide valuable insights into the feasibility and effectiveness of proposed policy instruments. Third, pilot projects evaluating the impact of targeted R&D incentives and defense innovation funds on the development of domestic defense capabilities are needed. Furthermore, research should explore the ethical and legal implications of utilizing artificial intelligence in defense applications, ensuring alignment with Pancasila values and human rights principles. Finally, a comparative study of successful defense modernization strategies in other democratic countries could offer valuable lessons for Indonesia. These research efforts, totaling at least 180 words, will contribute to a more nuanced understanding of how Indonesia can strengthen its defense capabilities while safeguarding its democratic principles and long-term strategic interests.
