This article aims to discuss the relevance of implementing asymmetric fiscal decentralization in building non-traditional security in Papua. For over two decades, Papua has had a special autonomy status. Under the legal basis of Law Number 21 of 2001 concerning Special Autonomy for Papua, which was followed in 2002 by the asymmetric fiscal decentralization policy of the Central Government, it provides space for Papua to improve and develop non-traditional forms of security that are more dynamic and welfare-oriented. This study uses a qualitative method with a documentary analysis approach. This study utilizes accurate document data, which is analyzed using existing techniques. The results of the study indicate that the asymmetric fiscal decentralization policy has not been fully implemented in developing non-traditional forms of security (human security). This was identified as an area where numerous human security problems persist, ranging from unfulfilled food needs to a weak social life within society, including poverty and low human development. All of which are markers that such security problems are a non-traditional threat to Papua. Therefore, the state must review the special autonomy policy that can create non-traditional security and is oriented towards the welfare of Papua.

The implementation of asymmetric fiscal decentralization has not yet fostered non-traditional security politics in Papua.Despite two decades of implementation, the policy has not positively impacted the development of non-traditional security, particularly in food security, economic security, and social security.Cases of malnutrition and starvation continue to occur, indicating a failure to guarantee basic needs.The large fiscal capacity has not significantly improved the economic situation, as evidenced by high poverty rates and low human development indices.Therefore, a review of the special autonomy policy is crucial to ensure it effectively addresses non-traditional security concerns and prioritizes the welfare of Papua.

Further research should investigate the effectiveness of current fiscal decentralization mechanisms in addressing specific non-traditional security challenges in Papua, such as food insecurity, healthcare access, and educational disparities. A comparative study examining the implementation of special autonomy in Papua alongside similar initiatives in other regions facing complex security issues could provide valuable insights into best practices and potential pitfalls. Additionally, research is needed to explore the role of local participation and community-based approaches in strengthening non-traditional security, ensuring that development initiatives are culturally sensitive and responsive to the unique needs of Papuan communities. These studies should also assess the impact of the recent regional expansion on the distribution of special autonomy funds and its effect on improving welfare indicators across the newly formed provinces. Finally, a comprehensive evaluation of the governance structures surrounding special autonomy funds is essential to identify and address issues of transparency, accountability, and corruption, ensuring that resources are effectively utilized to promote sustainable development and enhance the security and well-being of the Papuan people. This research should involve qualitative data collection through interviews with local stakeholders and quantitative analysis of socio-economic indicators to provide a holistic understanding of the challenges and opportunities for improving the implementation of special autonomy in Papua.
