The study aimed at assessing the factors for effective implementation of competence Based Education and Training (CBET) where Information and Communication Technology (ICT) was a mediating variable. The study was carried out in Mbeya from four selected VET and NACTE Colleges. The causal-effect design was applied and data were collected using a questionnaire. The analysis found that ICT positively and significantly moderates students centered teaching curriculum, learning by doing and discoveries in effective and quick adoption and implementation of CBET. The study recommends that VET and NACTE Colleges adopt and use ICT technologies for quicker and more effective implementation of CBET.

The study concludes that ICT plays a significant role in facilitating the effective implementation of Competence-Based Education and Training (CBET).Students centered learning, learning by doing, and discoveries are enhanced through the use of ICT.It is therefore recommended that VET and NACTE colleges prioritize the adoption and integration of ICT technologies to improve the quality and effectiveness of CBET programs.

Further research should investigate the specific ICT tools and strategies that are most effective in supporting competence-based learning in Tanzanian VET and NACTE colleges. Additionally, it is important to explore the role of teacher training and professional development in ensuring that educators are equipped with the skills and knowledge to effectively integrate ICT into their teaching practices. Finally, studies are needed to examine the long-term impact of ICT-enhanced CBET programs on student employability and contribution to the national economy, looking beyond immediate skill acquisition to encompass broader socio-economic outcomes. These areas of inquiry will build upon the current findings and contribute to a more nuanced understanding of how to leverage ICT to transform vocational and technical education in Tanzania, ultimately improving the quality of skills development and its alignment with labor market demands, requiring a focused evaluation of digital infrastructure accessibility for all colleges, a curriculum analysis to ensure digital literacy is a core component, and a longitudinal study tracking graduates professional trajectories to assess the real-world impact of ICT-integrated CBET, encompassing over 200 words.
