Halal certification has become a must to be implemented by MSMEs business actors in Indonesia. Moreover, economic activities in Indonesia have been dominated by the MSMEs industry. This study will be explaining the perception and application of halal certification by MSMEs business actors in Indonesia in terms of the principle of Maslahah Mursalah. The research method used in this study is a literature review, focusing on journal articles published between 2018 and 2022. A total of 15 journal articles were reviewed. Research using the literature study method shows that most business actors already know the importance of halal certification for the sustainability of their business, whether it can increase consumer confidence or increase their sales turnover. However, the results of the application implementation still need to be improved compared to the number of MSMEs in Indonesia. There are still many MSMEs business actors who still need to be halal certified. For this reason, the principle of Maslahah has not been appropriately implemented, seeing that the level of halal certification is still minimal.

The study concludes that MSME business actors in Indonesia generally possess a positive perception of halal certification.However, the actual implementation of halal certification remains low compared to the total number of MSMEs in the country.This indicates a gap between awareness and action, stemming from factors such as limited understanding of the process and perceived complexity.Addressing this gap is crucial for maximizing the benefits of halal certification and ensuring the welfare of both businesses and consumers.

Further research should investigate the specific barriers preventing MSMEs from obtaining halal certification, such as financial constraints, lack of information, or procedural difficulties. Additionally, studies could explore the effectiveness of different government support programs and incentives in encouraging halal certification adoption among MSMEs. Finally, research is needed to assess the long-term impact of halal certification on the competitiveness and sustainability of MSMEs in both domestic and international markets, considering the evolving demands of halal consumers and the broader halal economy. These investigations should involve direct engagement with MSME owners and stakeholders to gather practical insights and inform policy recommendations, ultimately fostering a more inclusive and robust halal ecosystem in Indonesia.
