This study aims to explore the leadership of Indah Putri Indriani as a regent within the North Luwu Regency Government in the process of compassionate leadership in facing the challenges of the Corona Virus Disease 2019 (COVID-19) in North Luwu Regency. This research method is exploratory-qualitative with a phenomenological approach in exploring the process of compassionate leadership in facing the threat of the COVID-19 pandemic in North Luwu Regency. The results of this study indicate that the COVID-19 pandemic in the North Luwu Regency highlights the need for leaders to apply the principle of compassion in order to be able to make decisions and programmes that encourage integrated and appropriate cross-sectoral responses, taking into account contextual factors in their implementation. In handling the Corona Virus Disease 2019, the government of North Luwu Regency created a cooperation programme with UNICEF Indonesia and Geneva Madani in North Luwu Regency. Then, from these two programs, create a home medicine budget allocation programme for people affected by the Corona Virus Disease 2019 in North Luwu Regency, highlighting the reduction of suffering and difficulties for local people in North Luwu Regency. This research contributes to providing knowledge about lessons learned from local governments dealing with difficult situations such as the Corona Virus Disease of 2019 by prioritising the mindset and attitude of compassionate leadership.

Berdasarkan penelitian, kepemimpinan Indah Putri Indriani sebagai Bupati Luwu Utara menunjukkan integrasi kepemimpinan yang penuh kasih melalui praktik membina dimensi kekuasaan yang paradoks, inklusivitas dengan rasionalitas, dan idealisme dengan pragmatisme dalam pemerintahan daerah.Kasus Indah Putri Indriani sebagai Bupati Luwu Utara menggambarkan bahwa kepemimpinan yang penuh kasih dapat diwujudkan melalui penerapan prinsip-prinsip yang berfokus pada kebutuhan masyarakat, kolaborasi, empati, komunikasi, dan responsif terhadap kepentingan masyarakat.Oleh karena itu, kami mengusulkan bahwa kepemimpinan yang penuh kasih merupakan model kepemimpinan yang tepat, karena dalam situasi pandemi Corona Virus Disease 2019, kepemimpinan yang penuh kasih sangat penting dalam mengembangkan strategi kesiapsiagaan dan respons yang tepat, serta menyelamatkan jiwa, menghilangkan kekhawatiran, dan memanusiakan dalam situasi sulit.

Berdasarkan latar belakang, metode, hasil, keterbatasan, dan saran penelitian lanjutan yang ada dalam paper, berikut adalah saran penelitian lanjutan yang baru: Pertama, perlu dilakukan penelitian lebih lanjut untuk menginvestigasi efektivitas program-program bantuan sosial yang dijalankan oleh pemerintah daerah dalam mengurangi dampak ekonomi dan sosial dari pandemi COVID-19 terhadap kelompok rentan, dengan fokus pada analisis dampak jangka panjang dan faktor-faktor yang mempengaruhi keberhasilan program. Kedua, penelitian dapat dilakukan untuk mengeksplorasi peran serta masyarakat dalam upaya penanggulangan COVID-19, termasuk analisis faktor-faktor yang mendorong partisipasi aktif masyarakat dan strategi untuk meningkatkan kolaborasi antara pemerintah dan masyarakat dalam menghadapi krisis kesehatan. Ketiga, penelitian kuantitatif dapat dilakukan untuk mengukur tingkat kepuasan masyarakat terhadap kinerja pemerintah daerah dalam penanganan COVID-19, dengan menggunakan metode survei dan analisis statistik untuk mengidentifikasi faktor-faktor yang paling mempengaruhi kepuasan masyarakat.
