Education serves as a fundamental pillar in national development, and effective policies play a crucial role in strengthening social, economic, and cultural structures. In Indonesia, various educational policies such as the 12-Year Compulsory Education Program and the School Operational Assistance (BOS) have been introduced to expand access and enhance the quality of learning. The purpose of this study is to examine the role of educational policy within the management of Indonesias education system, assess its influence on educational quality, and identify key challenges that arise during implementation. This research employs a qualitative policy descriptive method, drawing on policy reviews, document analysis, and findings from previous empirical studies related to educational policy and management. The results indicate that while national policies have contributed to broader access to education, significant disparities continue to emerge between urban and remote areas, particularly in terms of teacher distribution, and the effectiveness of program execution at regional levels. Inconsistent teacher training and limited coordination between central and local governments further hinder policy outcomes. The implications of the study highlight the need for more integrated and adaptive policy strategies. Strengthened monitoring systems, equitable resource allocation, and collaborative engagement between government bodies, educational institutions, and local communities are essential to achieving a more equitable and effective education system across Indonesia.

The study concludes that educational policies in Indonesia have expanded access to education but face challenges in achieving equitable quality across regions.Disparities persist between urban and remote areas due to uneven teacher distribution and inconsistent program implementation.Strengthening coordination between central and local governments, alongside improved monitoring and resource allocation, is crucial for a more effective education system.These findings emphasize the need for adaptive policies that address regional disparities and promote equitable educational opportunities for all Indonesian citizens.

Berdasarkan temuan penelitian, terdapat beberapa arah penelitian lanjutan yang dapat dieksplorasi. Pertama, penelitian lebih lanjut perlu dilakukan untuk mengkaji secara mendalam efektivitas berbagai model pelatihan guru dalam mengatasi kesenjangan kompetensi antara guru di daerah perkotaan dan pedesaan, dengan fokus pada pengembangan modul pelatihan yang relevan dengan konteks lokal. Kedua, studi komparatif mengenai implementasi kebijakan pendidikan di berbagai daerah di Indonesia dapat memberikan wawasan berharga mengenai faktor-faktor yang berkontribusi pada keberhasilan atau kegagalan suatu program, serta mengidentifikasi praktik-praktik terbaik yang dapat direplikasi. Ketiga, penelitian yang berfokus pada peran serta masyarakat dalam pengelolaan pendidikan, termasuk mekanisme akuntabilitas dan partisipasi orang tua, dapat membantu meningkatkan kualitas pendidikan dan memastikan bahwa kebijakan pendidikan responsif terhadap kebutuhan masyarakat. Penelitian-penelitian ini diharapkan dapat memberikan kontribusi signifikan dalam upaya meningkatkan kualitas dan pemerataan pendidikan di Indonesia, serta menghasilkan rekomendasi kebijakan yang lebih efektif dan berkelanjutan.
