This study aims to analyze the role of stakeholders in the preparation of the strategic plan for the library in Akademi Komunitas Perkebunan Yogyakarta (AKPY) as well as the challenges faced and opportunities to improve collaboration between parties. Using descriptive qualitative method with purposive sampling technique, data were obtained through observation, semi-structured interviews, and documentation. The results showed that stakeholders, including students, librarians, commission team, treasurer, deputy director, and director, have strategic roles in providing input, collecting, and analyzing the necessary data. Their active participation ensures that the librarys strategic plan is in line with academic needs and supports the institutions vision and mission. Librarians play a role in developing operational strategies, while the commission team provides collection recommendations based on the curriculum. The treasurer ensures efficient budget allocation, and the director directs the development of library programs that are in line with the institutions goals. The research also identified AKPYs library strengths, such as digital-based collections and librarian competence, as well as weaknesses such as limited facilities and print collections. External threats, such as vandalism and technological developments, are challenges that must be overcome through innovation and cross-sector collaboration. The findings confirm the importance of participatory and technocratic approaches in the preparation of aspirational strategic plans. Thus, this study provides practical recommendations to strengthen the role of stakeholders in supporting the library as a center for information and vocational-based learning in the plantation sector.

Conclusion

The preparation of the library strategic plan at the Akademi Komunitas Perkebunan Yogyakarta (AKPY) demonstrates the importance of stakeholder involvement in ensuring the librarys success as a supporter of the Tri Dharma of Higher Education.Stakeholders, including students, librarians, and the commission team, play crucial roles in providing input, collecting data, and formulating strategic programs aligned with the institutions vision and mission.The participatory and technocratic approach used in the plans preparation ensures that the resulting work programs are aspirational, comprehensive, and implementable.

Future Research

Penelitian lebih lanjut perlu dilakukan untuk mengeksplorasi secara mendalam dampak implementasi rencana strategis perpustakaan terhadap peningkatan kualitas pembelajaran dan penelitian di Akademi Komunitas Perkebunan Yogyakarta. Hal ini dapat dilakukan dengan membandingkan indikator kinerja akademik sebelum dan sesudah implementasi rencana strategis, serta mengidentifikasi faktor-faktor yang memfasilitasi atau menghambat keberhasilan implementasi tersebut. Selain itu, penelitian dapat difokuskan pada pengembangan model kolaborasi yang lebih efektif antara perpustakaan dengan pihak-pihak eksternal, seperti industri perkebunan dan lembaga penelitian, untuk memperluas akses terhadap sumber daya informasi dan meningkatkan relevansi layanan perpustakaan dengan kebutuhan dunia kerja. Terakhir, penelitian perlu dilakukan untuk mengkaji efektivitas penggunaan teknologi informasi dan komunikasi dalam mendukung layanan perpustakaan, termasuk pengembangan platform digital learning yang terintegrasi dengan koleksi perpustakaan dan sistem manajemen pembelajaran, serta pemanfaatan data analytics untuk memahami kebutuhan informasi pengguna dan meningkatkan personalisasi layanan perpustakaan. Penelitian-penelitian ini diharapkan dapat memberikan kontribusi signifikan dalam meningkatkan peran perpustakaan sebagai pusat informasi dan pembelajaran vokasi berbasis perkebunan yang inovatif dan berkelanjutan.
