Surabaya, the second largest city in Indonesia, faces serious waste problems stemming from high consumption. The Bina Bhakti Lingkungan Foundation is a local initiative addressing these issues through the Bank Sampah Induk Surabaya. This study analyzes leadership, innovation, and community participation within the bank using a qualitative descriptive method, including in-depth interviews, observations, and literature review. The findings indicate that collaboration between government, private businesses, and the community strengthens the environmental movements institutional process. The regulative, normative, and cultural-cognitive pillars reinforce institutions internally, while the actor, innovation, and community participation pillars strengthen them externally.

The Bina Bhakti Lingkungan Foundation effectively addresses Surabayas waste management challenges through collaborative efforts.The foundations success is rooted in the interplay of institutional pillars – regulative, normative, and cultural-cognitive – which provide internal strength, and external factors like actor engagement, innovation, and community participation.This integrated approach demonstrates a viable model for sustainable waste management and environmental stewardship in urban Indonesia.

Future research should explore the long-term economic sustainability of the Bank Sampah Induk Surabaya model, investigating its potential for replication in other Indonesian cities with similar waste management challenges. Furthermore, a comparative study examining the effectiveness of different community engagement strategies in promoting waste reduction and recycling behaviors would be valuable. Finally, research could focus on the role of digital technologies, such as mobile applications and data analytics, in optimizing waste collection routes, improving sorting efficiency, and enhancing transparency within the Bank Sampah system, ultimately contributing to a more circular and sustainable waste economy. These investigations, building upon the foundations existing work, will provide crucial insights for scaling up successful waste management initiatives and fostering broader environmental responsibility across Indonesia.
