This study aims to analyze land certification policies in order to realize legal certainty of land rights, with a focus on the implementation of the Complete Systematic Land Registration (PTSL) program in Raas District, Sumenep Regency. The method used in this study is a normative juridical method with a legislative and conceptual approach. Data sources were obtained from primary legal materials such as the Basic Agrarian Law, Government Regulation No. 24 of 1997, and Regulation of the Minister of ATR/BPN No. 6 of 2018, supported by secondary legal materials in the form of scientific journals, books, and reports from related agencies. The results of the study indicate that the PTSL program has been normatively designed to provide legal protection for community land rights, however, its implementation in Raas District is still faced with various obstacles. These include low community participation, limited ownership documents, land boundary issues, and a lack of community legal understanding. Although the policy is aligned with the principle of legal certainty, its effectiveness is hampered by the lack of resources, infrastructure, and accessibility in the island region. This indicates a gap between legal norms and social reality. This study recommends the need to strengthen inter-institutional coordination, increase land service capacity, and provide ongoing legal outreach to ensure equitable and just legal certainty for communities in remote areas.

The research concludes that the land certification policy through the Complete Systematic Land Registration Program (PTSL) is crucial for achieving legal certainty over land rights, grounded in legal provisions like Law Number 5 of 1960 and Government Regulation Number 24 of 1997.However, the absence of the PTSL program in Raas District demonstrates a failure to equitably guarantee legal certainty throughout Indonesia, particularly in remote island regions.Therefore, affirmative policies and regulatory reforms targeting areas like Raas District are necessary to ensure equal access to land rights and legal protection for all citizens.

Berdasarkan temuan penelitian, beberapa saran penelitian lanjutan dapat diajukan. Pertama, perlu dilakukan studi empiris mendalam mengenai faktor-faktor sosio-kultural yang menghambat partisipasi masyarakat dalam program PTSL di Raas, termasuk persepsi masyarakat terhadap proses sertifikasi dan peran tokoh adat dalam memfasilitasi pendaftaran tanah. Kedua, penelitian lebih lanjut diperlukan untuk mengeksplorasi efektivitas pendekatan alternatif dalam pendaftaran tanah di wilayah kepulauan, seperti pemanfaatan teknologi digital dan sistem pemetaan partisipatif yang melibatkan masyarakat lokal. Ketiga, studi komparatif dapat dilakukan dengan membandingkan implementasi program sertifikasi tanah di wilayah kepulauan lain di Indonesia atau negara-negara dengan karakteristik geografis serupa, untuk mengidentifikasi praktik-praktik terbaik dan pelajaran yang dapat diterapkan di Raas. Penelitian-penelitian ini diharapkan dapat memberikan rekomendasi kebijakan yang lebih komprehensif dan kontekstual untuk mewujudkan kepastian hukum atas tanah bagi masyarakat di wilayah terpencil, serta mendorong pembangunan yang lebih adil dan berkelanjutan.
