This research attempts to analyze the role of productive-based zakat program in reducing poverty level of mustahik (zakat recipient) households from the perspective of material and spiritual dimensions. The study utilizes primary data which is obtained from interview through questionnaire in DKI Jakarta and Bogor Regency. 221 respondents are selected and interviewed as research samples. They are zakat beneficiaries managed by BAZIS DKI Jakarta and Dompet Dhuafa. The primary data collection was conducted on February until May 2015. CIBEST model comprising four indices is used as tool of analysis. These indices are welfare index, material poverty index, spiritual poverty index and absolute poverty index. It is found that the presence of zakat utilization program is able to increase welfare index of the mustahik by 96.8 percent. The material poverty index and absolute poverty index can also be reduced by 30.15 percent and 91.30 percent, respectively. Unpredictable result occurs on spiritual poverty index in which there is an increase of two households living under spiritual poverty. It means that these two zakat recipient households suffer weakening spiritual values despite materially better-off in the presence of zakat program.

The study concludes that productive-based zakat programs from BAZIS DKI Jakarta and Dompet Dhuafa significantly impact the condition of mustahik, increasing their spiritual scores by 13.These programs also boost the welfare index by 96.8 percent and reduce material and absolute poverty by 30.However, a slight increase was observed in the spiritual poverty index due to a small number of households experiencing a decline in spiritual well-being despite material improvements.

Further research should explore the impact of consumptive-based zakat programs and expand the study to include other zakat institutions across a wider geographical area to validate the findings. To address the observed decline in spiritual well-being among some recipients, BAZIS DKI Jakarta and Dompet Dhuafa should enhance their monitoring programs and strengthen spiritual guidance and educational support for zakat recipients. Integrating zakat more strategically into national economic policy is crucial, recognizing the demonstrated effectiveness of well-managed zakat institutions in alleviating poverty and fostering economic development. These initiatives should be implemented through targeted research questions, such as investigating the specific factors contributing to spiritual decline among recipients, evaluating the effectiveness of different spiritual support programs, and assessing the optimal integration strategies for zakat within broader national economic frameworks. A comprehensive approach combining economic empowerment with spiritual nurturing will maximize the positive impact of zakat on the lives of the poor and contribute to a more just and equitable society.
