The purpose of this study is to determine the quality of service for the first-time certificate issuance at the Donggala Regency Land Office. A qualitative method was employed, focusing on the quality of service during the first-time certificate issuance process at the Donggala Regency Land Office, with the service providers as the research subjects. Informants were selected using purposive sampling. Data collection involved literature review, field studies (observation and interviews), and inductive data analysis through reduction, presentation, and conclusion stages. The research findings indicate that the accuracy dimension is functioning quite effectively, while the speed, convenience, and fairness dimensions are not fully effective. In conclusion, the quality of the first-time certificate issuance service at the Donggala Regency Land Office is not yet effective.

The quality of service for the issuance of certificates for the first time at the Donggala Regency Land Office has not yet reached full effectiveness.Specifically, while the accuracy dimension shows moderate effectiveness, the speed, convenience, and fairness dimensions require significant improvement.Addressing these shortcomings is crucial to enhance public satisfaction and ensure efficient land registration processes.

To improve the quality of land registration services in Donggala Regency, future research should investigate the implementation of a comprehensive digital transformation strategy, including the development of a user-friendly mobile application for application submission and tracking. Furthermore, studies could explore the impact of targeted training programs for land office personnel on service efficiency and fairness, focusing on skills related to data management, customer service, and legal procedures. Finally, research is needed to assess the feasibility of establishing satellite land offices in remote areas to improve accessibility and reduce the burden on applicants, particularly considering the challenges of transportation and internet access in the region. These initiatives, combined with ongoing monitoring and evaluation, will contribute to a more effective and equitable land registration system that meets the needs of the community.
