This study aims to determine the relationship between leadership and competence on employee performance through motivation as an intervening variable at the Institute of Home Affairs Governance, West Sumatra Campus, a series of efforts to prioritize employee performance with various motivations as a change in the life of government institutions. Problems have not been addressed in improving human resource development. The problem in this study that is studied is the influence of leadership and competence on employee performance through motivation as an intervening variable at the Institute of Home Affairs Governance, West Sumatra Campus. The research method used is a quantitative approach, while the analytical method used is regression analysis. Data collection techniques were carried out by distributing questionnaires to employees, literature studies and direct interviews with employees in the administration of official education. The results of this study indicate that: (1) leadership has a positive effect on motivation; (2) competence has a positive effect on motivation: (3) leadership does not have effect on employee performance; (4) competence has a positive effect on employee performance; (5) motivation has a positive effect on employee performance; (6) leadership does not have effects on employee performance through employee motivation; (7) competence has a positive effects on employee performance through employee motivation. Therefore, to make activities effective for the success of the contribution of leadership and competence to employee performance through motivation as an intervening variable, it also increases employee performance.

Penelitian ini menyimpulkan bahwa kepemimpinan tidak berpengaruh signifikan terhadap kinerja pegawai, namun kompetensi dan motivasi memiliki pengaruh positif dan signifikan terhadap kinerja pegawai.Motivasi berperan sebagai variabel intervening yang memperkuat pengaruh kompetensi terhadap kinerja pegawai.Dengan demikian, peningkatan kompetensi dan motivasi pegawai menjadi kunci untuk meningkatkan kinerja di Institut Pemerintahan Dalam Negeri Kampus Sumatera Barat.

Berdasarkan hasil penelitian ini, disarankan agar IPDN Kampus Sumatera Barat lebih fokus pada peningkatan kompetensi pegawai melalui pelatihan dan pengembangan yang berkelanjutan, serta menciptakan lingkungan kerja yang lebih memotivasi dengan memberikan apresiasi dan kesempatan pengembangan karir yang jelas. Penelitian selanjutnya dapat dilakukan dengan memperluas cakupan variabel, misalnya dengan menambahkan variabel budaya organisasi atau iklim kerja, untuk mendapatkan pemahaman yang lebih komprehensif mengenai faktor-faktor yang mempengaruhi kinerja pegawai. Selain itu, penelitian kualitatif dapat dilakukan untuk menggali lebih dalam persepsi dan pengalaman pegawai terkait kepemimpinan, kompetensi, dan motivasi di lingkungan IPDN, sehingga dapat memberikan rekomendasi yang lebih spesifik dan kontekstual untuk meningkatkan kinerja organisasi.
