Competence for a State Civil Apparatus (SCA) is crucial for public services. The Merit System is an SCA management policy based on quality, competence, and effective performance, without discrimination. The objectives of the SCA Law include independence, competence, work productivity, integrity, welfare, quality of public services, supervision, and accountability. This study employs a qualitative method. The results indicate that the merit system in the Indonesian bureaucracy aims to produce professional and integrity personnel by placing them in government positions according to their competence. Competence development can be achieved through Education and Training (EaT), mentoring, coaching, and learning communities.

The merit system in the Indonesian bureaucracy aims to produce professional and integrity personnel by placing them in government positions based on their competence.However, the implementation of this system is complex due to environmental influences and has not been fully optimized.Therefore, focusing on the internalization of merit principles, beyond mere assessment scores, is crucial for effective implementation.The development of SCA competence should leverage a combination of education, training, mentoring, coaching, and learning communities to enhance public service quality.

Penelitian lebih lanjut perlu dilakukan untuk mengeksplorasi secara mendalam faktor-faktor kontekstual yang mempengaruhi implementasi sistem merit di berbagai daerah di Indonesia, termasuk perbedaan budaya, tingkat pendidikan, dan karakteristik birokrasi lokal. Hal ini dapat dilakukan melalui studi kasus komparatif yang melibatkan beberapa instansi pemerintah dengan tingkat keberhasilan implementasi sistem merit yang berbeda-beda. Selain itu, penelitian perlu difokuskan pada pengembangan model mentoring dan coaching yang efektif dan terukur untuk meningkatkan kompetensi ASN, dengan mempertimbangkan kebutuhan spesifik masing-masing individu dan organisasi. Model ini harus mencakup indikator kinerja yang jelas dan mekanisme evaluasi yang berkelanjutan. Terakhir, penelitian dapat menginvestigasi efektivitas penggunaan teknologi digital, seperti platform pembelajaran online dan sistem manajemen kinerja terintegrasi, dalam mendukung pengembangan kompetensi ASN secara berkelanjutan dan memfasilitasi pembentukan komunitas belajar yang dinamis. Integrasi teknologi ini diharapkan dapat meningkatkan aksesibilitas, efisiensi, dan relevansi program pengembangan kompetensi dengan kebutuhan dunia kerja yang terus berubah.
