This study discusses the management issues surrounding the Sile Dendeng Cemetery, which involves a dispute between Pengembur Village and Ketare Village. The issue arises because both villages claim the right to manage the cemetery, which they consider a cultural heritage of their ancestors. Ketare Village believes that they are descendants of Batu Dendeng and therefore have the right to manage the cemetery. However, administratively, the cemetery falls within the jurisdiction of Pengembur Village. This dispute has led to various issues, including competition for parking space and high parking fees, as well as inadequate facilities around the cemetery. The unclear management and the conflict between the two villages have also caused damage to the cemeterys facilities and instability in tourism development. The aim of this research is to analyze the factors causing the conflict and to formulate a resolution for the management of the religious tourism site, Sile Dendeng Cemetery, in Pengembur Tourism Village. The theories used in this study are conflict theory and conflict resolution theory. The research employs a qualitative approach with a descriptive method. Data collection techniques include interviews, observations, and documentation, involving three key informants. The research findings indicate that a collaborative approach where both parties share responsibility and resources to ensure the sustainability and security of this heritage. They also consider the active involvement of Ketare Village youth in decision-making related to the cemetery. Based on the agreement reached in the deliberations, the Pengembur Village government acknowledges that Sile Dendeng Cemetery is within their jurisdiction while respecting the historical and cultural value that Ketare Village attaches to the cemetery. Additionally, the youth leaders of Ketare Village, while acknowledging the administrative claims of Pengembur Village, agree to actively participate in physical maintenance, security oversight, and cultural activities around Sile Dendeng Cemetery. Both parties have agreed to manage the cemetery collaboratively, ensuring transparency in the use of funds and decision-making related to its management.

Konflik terkait pengelolaan obyek wisata Makam Sile Dendeng disebabkan oleh beberapa faktor utama, yaitu ketidakjelasan dokumen kepemilikan, perbedaan komunikasi antara kedua desa, sengketa lahan parkir, dan pengerusakan fasilitas.Untuk mengatasi konflik ini, diperlukan kesepakatan bersama dan kerja sama antara kedua desa dalam pengelolaan obyek wisata.Berdasarkan kesepakatan yang telah dicapai, Pemerintah Desa Pengembur mengakui wilayah administratif Makam Sile Dendeng, namun tetap menghargai nilai historis dan budaya Desa Ketare, sementara Pemuda Desa Ketare sepakat untuk terlibat aktif dalam pemeliharaan dan pengembangan makam.

Berdasarkan hasil penelitian, terdapat beberapa saran penelitian lanjutan yang dapat dilakukan. Pertama, perlu dilakukan penelitian mendalam mengenai persepsi masyarakat dari kedua desa terhadap peran serta mereka dalam pengelolaan Makam Sile Dendeng, termasuk tingkat kepuasan dan harapan mereka terhadap hasil pengelolaan. Kedua, penelitian dapat difokuskan pada pengembangan model pengelolaan partisipatif yang melibatkan seluruh stakeholder, termasuk pemerintah desa, tokoh masyarakat, pemuda, dan kelompok wisata, untuk memastikan keberlanjutan dan keberhasilan pengelolaan makam. Ketiga, penelitian lanjutan dapat mengkaji potensi pengembangan wisata religi yang lebih komprehensif di sekitar Makam Sile Dendeng, termasuk pengembangan produk wisata, peningkatan infrastruktur, dan promosi yang efektif, dengan memperhatikan aspek keberlanjutan lingkungan dan sosial budaya. Penelitian-penelitian ini diharapkan dapat memberikan kontribusi signifikan dalam upaya penyelesaian konflik, peningkatan kesejahteraan masyarakat, dan pelestarian warisan budaya di Desa Pengembur dan sekitarnya. Dengan pendekatan yang holistik dan partisipatif, diharapkan pengelolaan Makam Sile Dendeng dapat menjadi contoh sukses dalam pengembangan wisata religi yang berkelanjutan dan inklusif.
