Poverty issues in East Sumba Regency, East Nusa Tenggara Province, are characterized by a high poverty rate. A key challenge lies in mapping areas with poor populations, which are often difficult to identify. This research employed qualitative and quantitative approaches, utilizing the Extreme Programming (XP) method to develop a web-based Geographic Information System (GIS) for mapping poverty areas. The application of XP ensured flexibility, adaptability, and active stakeholder participation during development. The primary objectives were to create an effective GIS application, provide accurate information to the government and stakeholders, and enhance the effectiveness of poverty reduction programs. This research aims to contribute to the design of more targeted and effective programs that improve community welfare in East Sumba Regency.

This research successfully developed a web-based Geographic Information System to assist the government in monitoring poverty levels in East Sumba Regency.The system enables quicker and more targeted interventions for those in need.Testing using black box testing confirmed that the systems features function as expected, demonstrating its potential for effective poverty mapping and management.

Further research could explore the integration of real-time data sources, such as mobile surveys or social media data, to enhance the GIS applications responsiveness to changing poverty dynamics. Investigating the use of machine learning algorithms to predict poverty hotspots based on various socio-economic indicators could also improve the systems proactive capabilities. Additionally, a study focusing on the usability and accessibility of the GIS application for local communities, ensuring their active participation in data validation and program monitoring, would be beneficial. These advancements would contribute to a more dynamic, accurate, and inclusive poverty mapping and reduction system in East Sumba Regency, ultimately empowering local stakeholders and improving the effectiveness of targeted interventions.
